A phyle is several related phratries.
Seigneurs hold the balance of wealth and power.
There are generational bonds between seigneurs and their "armurini" - "companions"/followers/vassals/samurai.
Courai conduct major enterprises.
Courai are not exactly companies or guilds (so what are they?).
Members of a courai are usually from the same phratry.
Some courai are possessions of a seigneurial family.
The phratries elect a Council of Forerunners.
The Council, consulting the phratries electronically, sets policies and organizes undertakings.
Most enactments are safety regulations - what not to do.
Some positive works are paid for by levying their beneficiaries.
The Council chooses a Convenor, first among equals, for as long as it wants to.
The Consultancy of phyle seigneurs reviews and can veto acts of the Council.
Enlightened self-interest usually prevails because individual authority is limited.
There is a small navy. (Guthrie asks why?)
Guthrie meets:
Velir, Convenor, Phyle Aulinn seigneur, Warder of Zamok Drakon;
Catoul of Phyle Randai for the Consultancy;
Luaine of Phyle Janou, Wardress of Zamok Gora, for the Captains of the Outer Comets.
The Selenarchs do not mind disagreeing in front of a guest. Luaine says that she will provide Guthrie with a spaceship and crew. Velir says that she will not. Guthrie says that he just needs refueling.

Very complex, Lunarian society and politics on Proserpina! And a very human like situation to see.
I should think it's obvious why the Proserpinans have a navy! Because they disliked and distrusted the cybercosm ruling Earth. To make it plain they would fight if the sophotects tried anything too crassly overt.
