When it is obvious that the Solar Commonwealth and the Polesotechnic League will go under, David Falkayn founds a colony outside League space under Ythrian protection. When the Commonwealth has gone under, Manuel Argos founds the Terran Empire. When it is obvious that the Empire will go under, Dominic Flandry strengthens several planets so that they will survive and remain civilized during the Long Night. During that Long Night, Roan Tom builds alliances that become the Allied Planets. After that, human civilizations spread through several spiral arms of the galaxy.

And if Elon Musk founds his colony on Mars we might see the beginnings of something analogous to what we see in "The Saturn Game."

I think it's called "Technic" civilization because it's the first to arise in a purely industrial/post-industrial setting. The predecessor Western civilization is a product of the early middle ages and the post-Roman period.

And in IS THERE LIFE ON OTHER WORLDS? we see Anderson discussing some of the reasons for WHY Western civilization developed as it did from its post-Roman and early Medieval origins. And then MIGHT in turn evolve to become something analogous to Technic civilization.
I only suggest "analogous." Whatever might emerge from truly getting off this rock will be different from the Technic.
