On Starkad, Flandry was shot down but survived and was rescued by a Tigery merchant ship;
thus, he was able to defend that ship against a Siravo attack, to win the Tigeries' friendship and to capture a Siravo prisoner;
therefore, his superiors sent him to Ujanka to suggest peace talks between Toborko/Tigeries and Siravo/Seafolk;
thus, he was on hand to defend Ujanka against Merseian attack;
all of this brought him to the attention of the Intelligence chief, Max Abrams, who took Flandry to Merseia as his aide;
thus, Flandry became able to save the Terran Fleet and therefore also Terra herself and, incidentally, facilitated the survival of a few Starkadians;
thus also, he transferred to Intelligence where he was able to sabotage the Schotanian Empire, to defeat the McCormac Rebellion but allow the rebels to escape, to facilitate the assassination of a corrupt Sector Governor, to prevent Imperial withdrawal from Irumclaw, to bring about a joint Merseian-Terran scientific base on Talwin, to overthrow a dictatorship on Unan Besar, to support the usurper Molitor, to bombard Chereion and to prevent a coup by Cairncross.
So I would say that, yes, a certain amount of destiny was involved.

And, I would say Flandry also SHAPED his destiny by his boldness, quick wits, imagination, and willingness to take chances. To think out of the boxes most of us are mentally in.
And Flandry supported Has Molitor because he was the best and most able of the pretenders who proclaimed themselves Emperor after the Wang Dynasty had irretrievably collapsed.
