The Stellar Union and its Coordination Service should have settled for trying to "coordinate" only a fairly small part of the Galaxy. Which is what the Terran Empire more modestly strove to do in the Technic series. For the Stellar Union to attempt taking over more and more of the galaxy made its task impossible.
