Cosmic radiation comprising synchroton, betatron and Cerenkov quanta boils from particles hurled in the interstellar gas through the intertwined atomic and stellar magnetic fields. The Cloud Universe is an astrophysical laboratory plus a treasure trove of valuable metals. Giant planets lack frozen water, smaller planets lack silicate crusts and lethally radioactive planets will be visited only by heavily armored robots. The environment is described as witchy and eldritch - and someone able to control all that energy might use it to create a witch-haunted realm.

And the ancestor of the Kirkasanters were darn lucky to find an at least marginally habitable planet in the Cloud Universe! And I'll bet Kirkasant was colonized only because the ship the settlers had was becoming unusable, worn out.
