There is a Ferran in the Polesotechnic League and another in the Terran Empire so which was written first? About the same time. Satan's World, featuring Fleet Admiral Wiaho of the League, was serialized in 1968 and published as a book in 1969. The Rebel Worlds, featuring Rovian, executive officer on the escort destroyer, Asieneuve, was published in 1969.
