Well, it would suit van Rijn to publicize his exploits -- to give competitors pause and to deter would-be pirates or bandits. Flandry's accomplishments are those of a spy, and so less public.

And we see mention in A STONE IN HEAVEN of how some of the citations for various of the honors earned by Flandry remained classified.
