Dan Coffin realizes, as Mary Lochaber already has, that it would be inappropriate for them to marry because they belong in different parts of Rustum. She can survive in his lowlands only by wearing a helmet or staying inside a pressurized house. However, Eva Spain belongs in the lowlands, is a good work partner for Dan and has just refused a marriage proposal from Mary's brother...
But the point that I am leading up to is that, while Dan is realizing all of this:
"Wind skirled, thunder cannonaded." (p. 84)
His mind is in turmoil. So, of course, is the Rustumite weather. That wind has never failed us yet.

And for Mary to live in a pressurized house like that would basically mean being IMPRISONED. Which would be intolerable. So, yes, painful decisions had to be made.
