Negotiations And Preparations

In Satan's World, XVIII, pp. 520-525 summarize negotiations and preparations without any dialogue except that van Rijn addresses Adzel for three paragraphs at the end of this passage which is also the end of the chapter. Because van Rijn knows of the Shenn threat:

confidential couriers have carried the word to reliable factors and chiefs throughout his Solar Spice & Liquors company;

other merchant princes have been alerted;

this has caused League naval craft to concentrate near important planets; 

this in turn induces planetary defense forces to concentrate;

van Rijn has left information that "'...will be publicated...'" (p. 525) if he fails to return from his rendezvous with the Shenna.

The response to van Rijn's warnings is slow because the planets are:

"...so scattered and diverse. No one had ever tried to rally all of those worlds at once. Not only had it never been necessary, it did not look feasible." (ibid.)

No one has experienced either the Troubles or the Terran Empire yet.

I might have ended this blog piece of yours somewhat differently: "It would take experiencing the Time of Troubles before the Terran Empire was possible."
