Another Narrator

In my proposed reading order for Poul Anderson's Psychotechnic History, we pass directly from "The Pirate," which is narrated by a Coordinator, to CHAPTER I of The Perergrine, which (at least this chapter) is narrated by a Nomad or at least by someone who knows the Nomads from the inside out. (First, we read the author's informative Introduction but here I am focusing on the fictional passages.) The narrator of CHAPTER I begins:

"There is a planet beyond the edge of the known, and its name is Rendezvous."
-Poul Anderson, The Peregrine (New York, 1979), CHAPTER I, p. 1.

- and ends:

"...you are a Nomad. 
"And only you have learned where to find this quiet place. To all others, Rendezvous lies beyond the edge of the known." (p. 2)

Thus, this introductory chapter returns to its starting point. Further, its voice is not that of an omniscient narrator but of someone who either directly addresses a Nomad or at least invites his readers, us, to imagine that we are Nomads. We are no longer the guardians of the great Pact. A future history incorporates multiple viewpoints.

I'll make a tritely obvious point, the secrecy of Rendezvous would last only as long it was not discovered by non-Nomads.
