The Time of Troubles was a chaotic and tragic era, I have no doubt! And it was fortunate that, at just the right time and in the right circumstances, a man like Manuel Argos had the boldness and ability to seize the chances that came his way to begin the process of restoring order.
Centuries later, some, like Flandry, were inclined to minimize the magnitude of what Argos had achieved, that "Manuel's Empire" was not a glorious resurgence but merely the Indian Summer of Technic civilization. I do not entirely agree because, while making all due and proper allowances, what the Founder of the Empire had achieved was a great accomplishment.
