I am finding a whole new universe inside a couple of short stories by Poul Anderson:
there was a Solar War;
the Directorate took over on Earth;
spaceships can accelerate to near light speed;
passengers travel in suspended animation;
scientific bases on extra-solar planets up to fifty light years away are being terminated;
four generations have lived in the base on Mithras, thirty three light years away;
Captain Yakov Kahn, who transports personnel back from Mithras, was born before the Directorate took over;
Earth is extremely crowded;
the Ministry of Extraterrestrial Affairs centrum is in Rotterdam which stretches as far inland as a man on a high tower can see;
beginning to read the second story, we are about to learn of a further problem...

I am regretful at the implication that the Netherlands, already highly urbanized NOW, has become the single giant city of Rotterdam.
