Googling the name of the planet, Chertkoi, I find only references to this text by Poul Anderson.
Vaynamo and Chertkoi are fifteen light years apart, a distance traversed in the shortest possible time with the "'...agoric drive...'" (p. 116) which, like most versions of a hyperdrive, can only be activated some distance from a planetary gravitational field.
Old Sol is believed to a thousand parsecs away, i.e., 3260 light years.
"'No wonder men spread so slowly into space, and each colony is so isolated.'" (p. 120)
The ancestors of Vaynamoans and Chertkoians cannot have come directly from Earth. Many cultures as diverse as those of these two planets is Anderson's preferred idea of the human future.

Considering the sheer DISTANCE of Vaynamo and Chertkoi from Old Earth (at least 3,260 light years), it does make sense to believe these planets were not settled directly from Earth. Rather, the ancestors of the people who colonized Vaynamo and Chertkoi most likely came from older colonies.
