"Kipple" is a Philip K. Dick coinage. (I am an Anderson fan but not a Dick fan.)
"Stars and Spirit Trail cast a wan glow across whitened earth." (XII, p. 243)
"...footprints ended. The snow was tumbled there. It was as if something had swooped down from the Spirit Trail." (p. 244)
This is yet another description of the Milky Way.
When Wanda and Corwin have clashed and she expects to be cashiered:
"The wind blew harder. A few snowflakes flew upon it, outriders of winter's last great blizzard." (XIV, p. 249)
Wanda expects the worst so, of course, the wind hardens while a blizzard approaches.

I thought the older meaning of "kipple" referred to how fans of Rudyard Kipling, such as Anderson, like to quote bits from Kipling's works and challenge each other to complete an unfinished quote.
Yes, any organization, such as the Time Patrol, has to expect some of its members or agents to fail, for one reason or another. And to be dismissed from it. And I think Wanda was penalized, if only by learning she would never be an agent in place or Unattached.
