back Duke Alfred's attempt to detach the Taurian Sector from the Empire;
invite Molitor's people, including Flandry, for exploratory talks on Talwin so that Aycharaych will be able to read Flandry's mind;
send agents into every Terran camp to try to perpetuate the internal strife.
Flandry foils Alfred and Aycharaych but cannot be everywhere at once and certainly not in any of the rival Terran camps.

But Flandry could not have been the only able and wily officer of the Imperial Naval Intelligence Corps! There must have been many other just as competent as him, albeit darn FEW would be as COLORFUL as him. Even Flandry's immediate superior, Admiral Fenross, who didn't like him, was plainly an able man. And I would say the Intelligence team who interrogated and hypnoprobed the treasonous Dominic Hazeltine were also competent men.
So not everybody in the gov't and armed forces of the Empire were dunderheads!
