The Game Of Empire, CHAPTER SEVENTEEN.
On the island of Zacharia, buildings are widely separated, linked by aircars and telecommunications. However, it is convenient to locate the spaceport, airfield, harbor, facilities, industries and other institutions in a two hundred square kilometer area called "Janua."
The original settlers on the island eradicated the native ecology and planted Terran vegetation. Janua has landscaped hills, terraces, ridgeways, contoured hollows, graceful lawns, abundant gardens, bowers, groves, large trees planted along roads, rectangular, peak-roofed, porticoed houses in subdued colors, tall hedges with flowerbeds screening the airfield and a fortress-like walled compound on a hill opposite the spaceport. No doubt Targovi, approaching by air, notices and intends to investigate the compound.

Exactly, that walled compound would immediately attract the attention of someone already as skeptical and suspicious as Targovi!
