A Long Term Plan

The Game Of Empire, CHAPTER TWENTY-ONE.

Emperor Olaf will make peace with Merseia and will die old and honored;

his heir will have Merseian advisors and will be served by intellectuals extolling Merseian virtues;

Merseia will aid in the suppression of any revolts;

Olaf's  "'...grandsons will belong to the first generation of the new humanity.'" (p. 441)

Thus, the goal will be achieved not in Olaf's lifetime but two generations later. The Merseians rival Isaac Asimov's Second Foundationers in their attempted long range manipulation not just of human civilization but of humanity.

"New humanity?" What a joke! More likely, a rebellious humanity, on many planets, resisting Mersseian domination. Which in turn would provoke increasingly harsh repressive measures by Merseia and her puppet Emperors.
