Yes, Sequeira HAD to make any sacrifice necessary to prevent the German rocket program from being aborted. Even tho that meant allowing thousands of people to be killed or maimed.
The Prime Directive of the Time Patrol: Preserve the line of development leading to the Danellians. Nothing must be allowed to abort that line!
