This chapter comprises two scenes set on Earth:
Eric Tamarin and Hanny Lennart dine on the Sunda Strait;
on Delfinburg, Coya Falkayn bears Nicholas Falkayn and is visited by Nicholas van Rijn.
Eric's reflections summarize developments on Earth:
"The Home Companies had an overriding interest in protecting their properties from attack, in manufacturing unlimited armaments at fat profits, in getting the citizenry into the habit of being closely controlled by a state wherein they exercised much of the power; and the devil might have Hermes for all they cared." (p. 244)
Realistically described Terrestrial politics.

And the more power is concentrated in the State the more incompetent it becomes! And that's true of all states, no matter what forms they have. There are only a relatively few things the State, any State, can or should do.
