VI reminds me of Alan Moore's
Miracleman, Book Three. In the latter work, Earth has been transformed by superior alien technology. A man in a police uniform is a member of a historical re-enactment society who gives street directions and poses for photographs. There are many festivals, including one to remember dead gods, and a world-wide Carnival.

New Century's Eve seem odd. A festival coming only once ever 100 years does not seem like much to me.
