Time travellers and historians know when nations are founded.
And how many new nations are founded in SM Stirling's Emberverse?

Kaor, Paul!
And, of course, there was Manuel Argos, the Founder of the Terran Empire, who became Manuel the Great. It's apt to quote a bit from what John Henry Reeves, narrator "The Star Plunderer," said about Manuel Argos and Kathryn at the end of that story: "Even then, with a long and desperate struggle to come, I think I knew that those were the parents of the Empire and the glorious Argolid dynasty, that they carried the future within them."

Sean,
A good addition to my examples.
Paul.
Kaor, Paul!
Thanks! And, as for post-Change nations, it's only necessary to point out that many able and charismatic leaders who rallied or gathered survivors around them, would become founders of new nations. Norman Arminger for the PPA, Mike Havel for the Bearkillers, Juniper Mackenzie for the Mackenzie "clan," Abbot-Bishop Dmwoski for Mt. Angel, Lawrence Thurston for the US of Boise, etc.
