The Baldics have sacked Earth/Terra twice in fifteen years.
The Baldics include Gorzuni who are large, grey, four-armed and horned.
The Gorzuni, used to twice Terran gravity, can soar like John Carter on Mars.
They fire slugs containing sleep-inducing gas in order to capture and enslave.
The Baldic League has occupied the outer Solar System.
The Commonwealth government is "...hiding or nonexistent." (p. 331)
Many human extra-solar colonists have become barbaric and have joined the League.
Hermes and Nuevo Mexico will not have gone barbaric.

I did find it hard to think the Gorzuni could SOAR unassisted like John Carter on Barsoom! But this was a very early story by Anderson, written at a tine when we should understand him to be still learning how to write. Anderson soon learned how to avoid such implausibilities.
