"Time Patrol," 2, pp. 6, 9.
The Time Patrol series is about history. An Anderson sf future is summarized in a few sentences as a necessary part of the background:
it is 19352 A.D.;
it is the 7841st year of the Morennian Triumph;
the Chorite Heresiarchy is breaking up;
giant combines are commercial and genetic rivals;
governments are pawns in a galactic game;
instantaneous transportation is sought;
the time effect is a by-product;
timecycles are space-time vehicles;
they could change just their spatial coordinates;
the Nine discover time travel;
they plan to trade, mine and prevent their enemies' births;
the Danellians arrive from the further future;
they thwart the Nine and establish the Patrol.
A novel could be set in that period. The Nine are the ultimate time travel villains but we could see them before they discovered the effect.
James Blish's Dirac transmitter began as an instantaneous communicator that turned out to operate in four dimensions.

And the leaders of the Nine were probably sent to the exile planet.

Ad astra! Sean
