Also, the description of the city of Eopolis on the colonized planet, Demeter, recalls cities on Hermes and Avalon in the Technic History.
In Eopolis:
the sun, Phoebus, sets behind the dome of the Capitol on Anvil Hill at the end of Pioneer Avenue;
the Europa River flows into Apollo Bay and the Hephaestian Sea;
nearby farms of Terrestrial crops are green against native blue mariflora and raincatch;
native winged species cruise in the cloudless azure sky;
cool air bears wild scents;
Hidden Mountain Road, where the Brodersens live, is gold in the evening, with gardens of mixed ecologies.

The quote from Chapter V of THE AVATAR supports my belief that for a long time new off Earth colonies would not be able to afford the most advanced technology from the mother world. Or at least that was what Poul Anderson believed.
