That is only nine of the men accounted for but I have not finished rereading the story and about to turn in at midnight. Tomorrow will probably be a day trip to Great Yarmouth with maybe more posts in the evening.

I think you are missing an obvious "technical" point. There were 20 men on the "Miriam Knight," but in a short story it would not have been practical or even desirable to have them all named and given speaking/action roles (to say nothing of the Cainite characters!). To do so would clutter up and bog down the story. Far better for PA to expand "The Master Key" into a novel if you wanted more "active" characters.
