I might have included Emperor Georgios in this list, because he was mentioned or alluded to more than once in these stories: ENSIGN FLANDRY, A CIRCUS OF HELLS, THE REBEL WORLDS, and THE GAME OF EMPIRE. Albeit, regrettably, we never see him in person.
