I remembered that the title, "Historian of Civilizations," has been bestowed on EE Smith although it more appropriately, in my opinion, belongs to Poul Anderson but we also find that I have posted to this effect before. See the above link.
Details not mentioned there include that:
Anderson's Technic History also presents an account of Merseian civilization, which becomes unified and goes interstellar;
although Ythrians do not have a civilization because, being fliers, they do not build cities, we nevertheless read an account of how they as a species move out into space under the influence of Technic civilization;
Anderson's Time Patrol series shows us human societies from 13,211 BC to 2319 AD with some fragmentary information about later periods like -

Ythrians might not have "civilizations," but they did come to have a basically unified culture after the Domain arose after the Troubles.
And we get a "sort of" glimpse of one of those Matriarchies in "Gibraltar Falls."
