How could a colony of fourteen million ranchers do this and in secret?
Nuclear energy, automatic technology, self-reproducing machines, otherwise untapped natural resources and will power. The Avalonian Admiralty did not utilize any publicly known industry but built its facilities in unpopulated regions unknown even to its own citizens. This would have been a waste of resources unless Intelligence was confident that an attack was all too possible.

And, of course, in large part this massive build up of defenses was due to Avalon being a double colony, settled by both humans and Ythrians. And thus mutual cultural and political influencing of each other. Aside from the home planet of Ythri herself, the other planets of the Domain, settled by Ythrians alone, were not guarded by such powerful defenses.
