Space, time and energy are relevant both to time travel and to faster than light travel. Maybe the theoreticians in After Doomsday, who already have FTL, will discover quantum fluctuations that will also lead them to time travel?
The fluctuation in The Shield of Time did not involve time travel. However, it prevented the scientific revolution and the discovery of time travel but was preceded by the arrival of time travellers who, realizing the consequences of the fluctuation, prevented it. Paradoxical but just another assignment for the Time Patrol.
