The Game Of Empire, CHAPTER SEVENTEEN.
The island of Zacharia is two hundred kilometers from east to west and eighty at its widest from north to south. Approaching by air, Diana sees the island in its entirety on this planet without a horizon.
In CHAPTER FIFTEEN, Targovi had told Diana that, on the horizonless planet, people on both land and sea have seen extra landings and takeoffs of unfamiliar spaceships on Zacharia. It must be extra hard to hide anything on such a planet. On the other hand, Targovi is the only individual who has been interviewing eyewitnesses and drawing conclusions. Disguising spacecraft would have been difficult and probably no one had imagined that it might be necessary.
Having, against all the odds, got himself and his companions onto the island, Targovi must now find whatever it is that the Zacharians are concealing.

And it would be wise for such plotters to use such conspicuous, difficult to hide things as spaceships as seldom and unobtrusively as possible.
