Roots Of The Roidhun

We see the roots of the Merseian Roidhunate in David Falkayn's time:

the Vachs have formed a loose confederation;
but there is still rivalry and cross-purposes;
Dathyr is the most powerful Vach;
however, Dathyr is under pressure from Hallen, Invory, Rueth and even landless Urdiolch.

In Flandry's time:

Merseia is still organized around Vachs, including those named here;
on the other hand, the planet is unified under the Roidhun whom the Hands of the Vachs elect not from Dathyr but from Urdioch, presumably as a counterbalance to the power of the land-holding Vachs.

And we also see mention of how some of the old non Wilwidh Ocean nations not organized as Vachs still existed in Flandry's time. True, they were not dominant and did not set the "tone" for how Merseians should behave, but their leaders still had a vote in selecting succeeding Roidhuns.

And the choice of electing Roidhuns from the landless Urdiolch was also because this would set a check on the powers of the Roidhun. If the Roidhuns had an independent power base, then they would be tempted to try subordinating the other Vachs. Hence the decision to have Roidhuns elected from the Urdiolch.

I think the only reason why the Holy Roman Empire did not become a complete nullity before the Thirty Years Was because the Habsburgs, had an independent power base in their hereditary states (including the Kingdom of Bohemia after 1526). It was enough to prevent the Emperors from becoming totally helpless.
