That second point partly answers my questions here.
Freehold, the setting of a single short story, could easily have become a series. The Alurians, in particular, are mentioned nowhere else in the Technic History.
Some Technic planets are mentioned more than once throughout the History. For example, this story, "Outpost of Empire," mentions Germania, Starkad and Ansa. The future Terran Emperor Hans is Germanian. The Technic History is a substantial future history.

I still have my doubts that animals as small as messenger birds and intelligencers can be bred to be even "semi intelligent." But at least PA tried to make such things less of a strain to swallow!
