Tulat And Cloud People

The Tulat or We live in Beringia whereas the Cloud People, driven from Skyhome by the Horned Men, have arrived from Siberia and will either settle or continue into North America. The Tulat build small shelters of piled rocks with wood and peat roofs and bundles of sticks across their entrances and keep a fire always burning in one of the shelters whereas the Cloud People use leather tents while traveling and will build sod huts, then real houses, when they settle.

Cloud People men use spears to harass mammoths towards a bog, then use burning faggots, lupine howls, leonine roars, ursine growls and human screams to stampede the mammoths until one is caught in the bog where it can be stabbed until it dies slowly while spears are recovered and the rest of the tribe is called. Red Fox leads the Ghost Song and tells the Father of Mammoths in the north why the kill was necessary. Carrion birds must be driven off but a wolf pack keeps its distance.

Red Fox realizes that his people can exploit the local knowledge and skills of the Tulat. Time Patrol agents must not interfere. If it were known that the Cloud People were going to settle in Tulat territory, then it would be wrong to prevent this. However, a quick check uptime discloses that the Cloud People will move on the following year... They will move on because of an agent's intervention. She has not prevented what was to happen but caused it. Has she broken the Time Patrol's Prime Directive or kept it?
