Any reference either to wind or to time is evocative so "the wind of time" must be a doubly evocative phrase.
See John 3:8 where wind is compared to another intangible, Spirit.
Poul Anderson's character goes on to make a speech about "'...wind made flesh...'" (p. 118)
- which we quoted and discussed here. I look back against the wind of time and scarcely remember writing that post. I must now hasten on other business.
CS Lewis quoted William Wordsworth:
"Surprised by joy, impatient as the wind..."
